Revolution as Process:The confluence of “top down” and “bottom up” approaches in Bolivarian Venezuela

With the rise of Comandante Hugo Chávez Frías to the presidency at the beginning of 1999, there began in Venezuela a process of deep social transformation guided by a broad Left ranging from institutional and state orientated, to different currents of the revolutionary Left and various popular movements.
This two-track approach, combining bottom-up and top-down strategies as in Venezuela, has come to characterize various contexts of social transformation in Latin America and can be considered as being the normative core of the Socialism of the 21st Century.

Dario Azzellini will discuss the normative orientation of the Venezuelan transformation process and the problems and contradictions in the practices of transformation. How is the relationship between the institutions and the new power built from below?
He will analyze two main fields: The Communal Councils, a parallel non representative council structure from below outside the existing representative institutional frame (constituted power), with the aim to construct a new institutionality; and the efforts of democratizing labor and production relations with models of co-management and workers control.

La Revolución como proceso: La confluencia de los enfoques “desde arriba” y “desde abajo”

Con la llegada del Comandante Hugo Chavez Frías a la presidencia de la República a comienzos de 1999, se inicia en Venezuela un proceso de profundo cambio social. Esta evolucion ha sido  liderada por una izquierda amplia que va desde lo institucional y gubernamental hasta las diferentes corrientes de la izquierda revolucionaria y movimientos populares.
El “Two Track approach”, que combina los enfoques “desde arriba” y “desde abajo”,  ha sido un factor determinante en diversos contextos de transformación social en América latina y podría ser considerado como la base del socialismo del siglo XXI.

Dario Azzellini hablará del proceso de transformación venezolano y de los problemas y contradicciones en las prácticas de dicha  transformación.
¿Cómo es la relación entre las instituciones y el nuevo poder construído desde la base?
Durante esta ponencia el profesor Azzellini reflexionará sobre los Consejos Comunales, una estructura paralela no representativa de base establecida fuera del marco institucional existente (el poder constituído) y sus esfuerzos para la democratización del trabajo; y en cómo operan los modelos de co-gerencia y control de los trabajadores.
