While the excitement around Occupy Wall Street has diminished in the United States, dynamic movements of democratic participation continue to arise across the globe, calling on people to rethink and remake their relationships to each other and themselves.

Venezuelan law allows for an entity called the consejo communal (communal council), which empowers citizens to initiate local development projects through neighbourhood-based elected councils. Dario Azzellini and Oliver Ressler’s film, Comuna under construction (2010), begins with the story of a poor hillside community in Caracas as its inhabitants decide whether they want to organize a consejo communal.

In über 30.000 Kommunalen Räten entscheiden die BewohnerInnen Venezuelas selbst kollektiv in Versammlungen über viele Belange ihres Umfeldes. Der Film zeigt die Aktivitäten der Bevölkerung in den Armenvierteln von Caracas und auf dem Land, um dieses Ziel zu erreichen.

Dario Azzellini setzt in seinem Vortrag die Fußball-WM in Brasilien in einen lateinamerikanischen Kontext, denn kaum ein Kontinent wird derart mit Fußball identifiziert wie Lateinamerika - der Herkunftsregion der größten Fußballstars aller Zeiten. Etwa Ronaldinho oder Pelé, über den Eduardo Galeano einmal sagte, er »spiele Fußball wie Gott, würde sich Letzterer ernsthaft dieser Angelegenheit widmen«.

„Wir müssen selbst entscheiden, was wir wollen. Wir sind diejenigen, die die Bedürfnisse kennen und wissen, was in unserer Community los ist“, erklärt Omayra Pérez selbstbewusst. Sie will ihre Community eines an den Hängen von Caracas gelegenen Armutsviertels davon überzeugen, einen Consejo Comunal (Kommunalen Rat) zu gründen. In über 30.000 Consejos Comunales entscheiden die BewohnerInnen Venezuelas selbst kollektiv in Versammlungen über viele Belange ihres Umfeldes.

In more than 30.000 Consejos Comunales the Venezuelan inhabitants decide on their concerns collectively via assemblies. Several Consejos Comunales can form a Comuna and finally a communal town.
The film “Comuna Under Construction” follows these developments throughout the hillside of the shantytowns of Caracas and the vast and wet plains of Barinas in the countryside.
